no-bid projects

We are considering purchasing FreelanceEngine for our project. Projects are posted by employers with project details and payout(fixed & commission). We want our freelancers to be able to “bid” on the project by expressing interest but not need to place a fee for what they will do the job for etc. With that said, is it possible for freelancers to discover opportunities and sign up as an interested freelancer so the employer can review?
